MONITORING REPORTING AND VERIFICATION REGULATION
In force from 1 January 2018
Applies to vessels over 5 000 gross tonnes that are loading or discharging cargo or passengers at ports in the European Economic Area (EEA) with exemptions to offshore activities, bunkering operations, maintenance and others.
How to monitor and report
- Based on the monitoring plan assessed, all relevant data need to be monitored:
- On a voyage basis
- And then aggregated annually
What voyages need to be reported
- At least one of the two ports of call of the voyage are located in an EU/EEA territory
- Only ports where cargo is loaded or unloaded or where passengers embark or disembark
- Departure-from-berth and arrival-at-berth for every single voyage

DATA COLLECTION SYSTEM FOR FUEL OIL CONSUMPTION OF SHIPS
In force since 1 March 2018
Applies to vessels above 5 000 GT trading internationally with exemptions to:
- Ships not propelled by mechanical means
- Platforms, including floating production storage and offloading units (FPSOs), floating storage units (FSUs) and drilling rigs
- Vessels that are not engaged in international voyages
- Vessels with exemptions granted from flag administration
How to collect and report
- Ship Energy Efficiency Management Plan (SEEMP) II shall include a description of the methodology that will be used to collect the data
- At the end of each year ship must aggregate the data collected
- No need to monitor on a per voyage basis
- Report oil consumption according to one of the recognized methods
- Report distance traveled
- Report hours under way
THE 4 METHODS FOR MONITORING FUEL CONSUMPTION
Bunker delivery notes (BDNs) together with tank readings
IMO DCS
● BDNs used to annualize the total mass of fuel oil consumption
● Tank readings done before and after the reporting period
EU MRV
● BDNs are used to calculate the total fuel oil consumption on a voyage basis
● Tank readings are done periodically - period: time between two port calls or time within a port
Bunker fuel tank monitoring
IMO DCS
● Annual fuel oil consumption determined by the amount of daily fuel oil consumption measured my tank readings
● Daily tank readings and each time the vessel is bunkering or de-bunkering
EU MRV
● Daily tank readings and each time the vessel is bunkering or de-bunkering
● The cumulative variations of the fuel tank level between two readings constitute the fuel consumed over the period - period: time between two port calls or time within a port
Direct CO2 emissions measurement
IMO DCS
● Based on CO2 emission flows in exhaust gas stacks by multiplying the CO2 concentration of the exhaust gas with the exhaust gas flow
EU MRV
● Per voyage basis
● Method is based on determination of CO2 emission flows in exhaust gas stacks (funnels) by multiplying the CO2 concentration of the exhaust gas with the exhaust gas flow.
● The fuel consumption shall be calculated using the measured CO2 emissions and the applicable emission factor of the relevant fuels
● Must include CO2 emitted by main engines, auxiliary engines, gas turbines, boilers and inert gas generators

● Fuel oil consumption annualized from daily fuel oil consumption data of all relevant fuel oil consuming processes on board measured by flow meters
EU MRV
● Based on measured fuel flows on-board
● The data from all flow meters linked to relevant CO2 emission sources shall be combined to determine all fuel consumption for a specific period – period: time between two port calls or time within a port
